Yes, you need to install minecraft 1.7.10 before installing Forge for MC1.7.10.
As for the jar file you've downloaded; remove it, it's probably a fake and DO NOT RUN IT. But make sure it isn't the forge .jar version before you do remove it.
To install older versions of minecraft, download the minecraft launcher and open the installer to start installing the minecraft launcher. When it's finished installing and downloading, open the new minecraft shortcut on your desktop if the minecraft launcher downloader did not already open the minecraft launcher for you. In the minecraft launcher you'll have to put in your minecraft credentials to be able to play online, when logged in (offline or not). Look down at the bottom left of the minecraft launcher where it says "Profile:" with a drop down box next to it with your minecraft username in it (e.g. shadow999999). Under that there are two buttons; "New Profile" and "Edit Profile", press the "New Profile" button. This will open a new window aptly called "Profile editor", I recomment changing the "Profile Name" from "Copy of [username]" to "Minecraft 1.7.10". In this window the options are split into 3 sections; "Profile Info", "Version Selection" and "Java Settings (Advanced), under "Version Selection" look for "Use version:" and click on the drop down box beside this text. This will open a drop down menu of all the currently public versions of minecraft, you may have to scroll a bit in order to find the version you're looking for but in this case look for "release 1.7.10" and click on it. With that selected simply click "Save Profile" (which is the button at the bottom right of the "Profile Editor"), this will close the window. You may notice that the text at the bottom right side of the launcher has changed to "Ready to download & play Minecraft 1.7.10", this means you are ready to hit the "Play" button (in the middle at the bottom of the launcher) and wait for it to download and install everything you need for you. When it's finished downloading and installing, Minecraft 1.7.10 will automatically start up.
Please note; this is the only way to officially and safely download and install minecraft, any website other than minecraft.net that says it's the offical way to download the game is lying and is most likely trying to steal your account.
Now you are ready to play AM2, assuming you have already followed my initial instructions correctly.
